Bill Val: "Null value is eliminated by an aggregate or other SET operation."

This message is just a warning from the database. The file will have processed - you will see it in the Validate tab - but the message prevents the system from marking the file as 'processed'.

The warning essentially means that there are charges on the bill that have no values ('Null' - this is not the same as '0' (zero)) attached; the bit in the database that adds up all the charges can't handle 'Null' (it needs real numbers like 100, 1.234 etc) so it ignores them and is warning that that has happened.
